Install at the monorepo root. Each squad is [workflow.teams.<id>] with path_prefixes.

Rules in bglad-ticket-mr SKILL.md: empty teams → ask; named team wins; else current directory; else changed files; two teams → ask; no match → ask. Team values win over repo-wide ones. State the team name once.
